Higher Ed Public Safety Chief's Panel

Each chief will address an incident or concern at their campus and how they handled or prepared for the situation. Key topics discussed will include perception of safety surveys, community outreach, Clery audits, international students on campus, getting administrator buy-in, militarization of police and mobile communication apps.

Randy Burba

Randy A. Burba has served in higher education law enforcement for over 29 years and currently serves as the Chief of Public Safety for Chapman University, where he is responsible for all law enforcement related functions, parking, transportation services, fire & life safety, and emergency management for the university.  Randy obtained his Bachelor’s degree in Political Science and Public Administration from Cal Poly University and is a graduate of The University of Southern California’s Delinquency Control Institute. He is a graduate of the Los Angeles Police Department’s West Point Leadership and Command Program and Gavin De Becker’s Advanced Threat Assessment and Management Academy. 

 Randy is the immediate past president for The California College and University Police Chief’s Association (CCUPCA); The President of The International Association of Campus Law enforcement Administrators (IACLEA); a member of the International Association of Chiefs of Police (IACP); The American Society of Industrial Security (ASIS); and on the board of directors for Crime Survivors Inc.  Serving on these professional associations has given him the opportunity to work on enhancing the tools and the profession of campus law enforcement through active involvement in legislative efforts on the state and national level. Randy enjoys giving back to the profession and making a difference for all college and university faculty, staff, and students.
